JOINT COMMUNIQUE on the Transitional Zones

Today, in the Llanos (grassy planes) of Yari, the High Commissioner for Peace Sergio Jaramillo, the Commander of the Strategic Transition Command (COET, in the Spanish acronym) General Javier Florez met with members of the FARC-EP Secretariat, accompanied by the chief of the UN Mission in Colombia Jean Arnault and his team. The following was agreed:

  1. As a result of reconnaissance visits, and in consideration of the need to facilitate the implementation of the Transitional Areas where the separation of forces is to take place, there will be 20 Transitory Standardization Zones (ZVTN, in the Spanish acronym) and 7 Transitory Points for Standardization (PTN, in the Spanish acronym), located in the locations specified below:

  1. Progress was made in defining the logistical elements needed to start the operation of the Zones. On September 25, in Cartagena a meeting with the parts will finalize the logistical preparation of ZVTN and the Monitoring and Verification Mechanism.
  2. As of September 27 the UN accompaniment and verification will begin at the national and regional levels.  
  3. Between 6 and 10 October the Monitoring and Verification Mechanism deployment to local offices will take place, still taking into account previous coordination that has already taken place, with the UN’s support.
  4. The parts have agreed on the necessary coordination necessary for the Signature of the Final Agreement to End the Conflict and Build a Stable and Lasting Peace on 26 September in Cartagena.
  5. The parts have agreed on the protocols for the Tenth Conference of the FARC-EP in which delegates from across the organization will meet to endorse the agreements and take the steps that enable the transition of the FARC-EP into a legal political movement.
  6. The parts agreed that on September 27 the opening ceremony of the Commission on Implementation, Follow-up and Verification developing from the Final Peace Agreement and Dispute Resolution (CSVR, in the Spanish acronym) will be take place.
